Unlike the Charlotte Observer, the N&R runs this AP story on UNCC professor David Hartgen’s study listing North Carolina as one of the states with the biggest “traffic woes.”

When you read the headline, you might think Hartgen’s study is a call for improved mass transit. Wrong. It’s a call for states to get their acts together so they can —-gasp—- build more roads.

With this in mind, I’ll simply paraphrase NCDOT board member Nancy Dunn, who told local officials that the reason the department has money management problems is because they have so much of it.
