On Sunday evening, Duncan should explain how North Carolina’s charter school cap will disqualify the state from receiving millions from the $5 billion “Race to the Top” fund. (Of course, I’ll be curious to see how many strings are attached to R3T funding.)
Anyway, President Barack Obama has called on the 26 states that have charter school caps to lift them. The North Carolina General Assembly won’t lift the cap because the North Carolina Association of Education (NCAE) controls the education agenda in the legislature.
