Obviously, WTVD has the scoop (and a pdf file of the letter). The letter seems to ratify Wake Tech’s visiting terrorist expert’s observation that all that kept Mohammed Taheri-azar’s attack from looking like a terrorist act was that “he did a lousy job of it”:

… Allah gives permission in the Koran for the followers of Allah to attack those who have raged war against them, with the expectation of eternal paradise in case of martyrdom and/or living one’s life in obedience of all of Allah’s commandments … [ad nauseam].

Before trolling for an interview, Taheri-azar also said that he “did not act out of hatred for Americans, but out of love for Allah instead.”

That will no doubt placate UNC’s advocates for tougher hate-crime laws, who have been surprisingly silent over the attack. Last March, as the campus came together to show solidarity after one UNC student was attacked off campus on Franklin Street because he was gay, they demanded expanding “hate crime” laws and
more sensitivity training.

Blogger John in Carolina wonders if there’s a double standard in how UNC reacted to the different attacks ? but as I noted last year, the UNC activists had also been silent over a string of rapes on Franklin Street at the time. They’d also been silent over the 136 other assaults that had taken place just on that one block of Franklin Street.
