In response to the alleged shortage of education administrators in NC, UNC-W is planning to offer a doctoral program in education administration. You can read about it here.

This is emblematic of one of the main problems with American higher education — the assumption that the only way to become competent in doing something is to take a bunch of courses and earn a degree. You can find excellent school administrators who have never taken a single “education” course, and you can also find bad ones who have the fancy degree, the elegant doctoral robes for academic ceremonies, and also the added pay that is often automatic for those who take additional degrees.

To my way of thinking, it’s more overselling of higher ed.
