Yes, Chatham County officials have released to the News & Observer the minutes of closed-session commissioner meetings about the residential moratorium, that was later adopted. But incredibly, the minutes, writes the N&O, are so brief that it’s virtually impossible to know what was discussed. According to the story:

For example, the entire moratorium discussion from May 7 was reduced to a single sentence: “Legal questions regarding the moratorium were asked by various members of the board and answered by the county attorney.”

Could we be witnessing an attempt NOT to reveal the discussions? The N&O isn’t giving up — good for them — and they’ve now requested the audiotapes of the meeting.
