The Wake County School system plans to transfer ownership of school construction projects to the county, which would then then return those projects back to the school system upon completion. The arrangement would save Wake County Schools around $13 million by avoiding the sales tax that they are required to pay on construction materials. County governments are exempted from the sales tax on construction materials.

This does not give the county any authority over school construction, as many would like to see. The county is simply “holding” the projects until they are finished.
