In 1798, with the federal government under the Federalists engaging in acts widely regarded as unconstitutional (especially the Alien and Sedition Acts), Madison and Jefferson wrote documents (known respectively as the Virginia and Kentucky Resolves) in which they argued that state authorities could and should act to protect their citizens against the illegal exercise of power by the feds. I wonder if Governor Perry has read those documents.
