The Washington Post editorial on Race to the Top (RttT or R3T or R2tT), a $4.5 billion competitive grant program administered by the U.S. Department of Education, does not mention North Carolina. However, it does a good job at expressing the collective “huh?” surrounding the list of finalists for Race to the Top money.

So it’s puzzling to see how New York, with its failure to enact new charter school laws and its ban on the use of student test scores in teacher tenure decisions, made the grade. Ditto Kentucky, where there is no charter law. Some observers who thought Ohio had a weak application wondered if its importance on the political map might be a factor.

North Carolina’s Race to the Top application has some questionable content, but, nonetheless, made the cut.
