House Bill 1663 Confidentiality Agreements Void

This bill would require that all negotiations for economic development projects be open to the public.

Proponents argue that projects requiring public money should be transparent. Opponents argue companies won’t come here if they know negotiations will not be confidential.

Many speakers argue against the bill. Rep. Luebke loses patience and accuses the Dept of Commerce of using scare tactics to keep all negotiations secret. Local governments obligate taxpayers without anyone knowing what and how much.

Rules chair Bill Owens (D-Pasquotank) makes a motion to return the bill to House Commerce Committee.
