You see, when the murder rate was going down last year, reflective of a national trend in falling crime rates, Chief Monroe and the Charlotte city council could not shut up about it. They practically knocked each other over slapping themselves on the back. So there has to be a perfectly good reason why official Charlotte has clammed up about an increase in homicides and the UPoR is not exactly pressing for answers.
