Somebody else was found to be in violation of campaign finance laws. But that is their purpose, to be so complex that nobody can be in compliance. That way, the balance of power can remain tipped so as to spill worldly favor in the direction of those rich enough to hire big-time lawyers with nothing to do but sit around all day and find gotchas in the code.
