Looking at tonight’s Greensboro City Council agenda, it appears as though the council will vote on high-powered developer Roy Carroll’s request to build apartments in the I-40/85-McConnell Road area, a project that has drawn considerable protest both from neighbors and smart-growth advocates.

One thing I’ve noticed about council member Robbie Perkins over the years is that, when discussing the merits of a particular development project, he use the expession that those particualr merits “should “carry the day.”

Then he votes yes. The question is whether or not this will be a City Council Special where, after passionate pleas from opponents, they pass the project by a wide majority with relatively little discussion.
