N.C. elections board investigator Kim Westbrook Strach says she believes N.C. House Speaker Jim Black’s campaign committee violated state campaign finance laws in the 2003 campaign cycle.
Violations included accepting money beyond campaign finance limits from optometrists, accepting more than $27,000 in contributions from businesses, and directing a $4,000 incomplete check from the head of the optometrists’ political action group to an ally, Rep. Michael Decker.
