Senate’s top education leaders cited Stoops’ work on Common Core in a letter circulated among his colleagues. In responding to a News & Observer editorial about Common Core, Sen. Jerry Tillman, R-Randolph, wrote, “In the end, we agreed with Lieutenant Governor Dan Forest and Dr. Terry Stoops of the John Locke Foundation, who, during their testimony, suggested that the state should appoint parents, classroom teachers, content-area experts, researchers, and other stakeholders to a standards evaluation commission.

The N.C. attorney general’s office filed an affidavit from Stoops supporting the state’s new public school teacher tenure law, which faces a legal challenge.
