A room full of 500 people helped the John Locke Foundation celebrate its 22nd anniversary Saturday night in Raleigh. Among the evening’s highlights was JLF President John Hood’s description of changing North Carolina political conditions during the past four years.

The Locke Foundation presented two James Knox Polk awards for leadership in public office. The first went to Bumcombe County school board member Lisa Baldwin.

Freshman U.S. Rep. Renee Ellmers, R-2nd District, collected the second Polk award.
