Most Americans find it repulsive when terrorists use children as human shields. Something very similar is going on with regard to the budget. All the special interest groups that feed so well at the public trough are desperate to keep the food coming and therefore cry that budget cuts would hurt children (or the elderly, or the environment, or puppies). Apparently, no federal dollars ever go to wealthy, politically connected tax eaters.
