The first phase of the John Locke Foundation’s government transparency project involves an assessment of state and local government agencies’ success in placing budget and spending information online. A new report shows that success rate is pretty low. Most agencies earn no better than a C grade, and many flunk the test. JLF Vice President Chad Adams of the Center for Local Innovation and Fiscal Policy Analyst Joseph Coletti compiled the report. Adams discussed it with State Government Radio and the Greensboro News & Record. Both analysts spoke to the Winston-Salem Journal. The Asheville Citizen-Times picked up the story in North Carolina, and the transparency report drew national attention from The Heritage Foundation, Mark Tapscott’s blog at the Washington Examiner, and the National Freedom of Information Coalition’s FOI Advocate
