Who: Ellis Hankins is executive director of the North Carolina League of Municipalities. Justice Robert Orr is executive director and senior counsel for the North Carolina Institute for Constitutional Law.

This is a unique chance to hear from two of the state’s leading experts on eminent domain in North Carolina. An informative, balanced, and thought-provoking panel discussion will address critical questions.

Does North Carolina law protect people from government seizure of private property solely for economic development? Are changes needed to protect property rights? How should the taking of private property for “public use” be defined? Is the state’s urban redevelopment law a threat to property rights or is it a narrowly tailored statute to address blight? What should constitute “just compensation?”

Hankins and Orr will also discuss recommendations from the N.C. House Select Committee on Eminent Domain Powers.
